Board of Directors
The Fairview Physician Associates (FPA) Network Board meets six times each year and includes independent, Fairview and UMP-employed physicians as well as representatives from the community. See the committee organization structure. Board members include:
Patricia Babler, FPA Network Board Chair; Cargill
Patty Babler serves as the Vice President of Human Resources - North American HR Shared Services for Cargill, Incorporated. She is responsible for leading specialized HR operations including benefits, payroll, domestic relocation, talent recruiting and employee relations. As a former US Benefits Manager, she has also been responsible for strategy, design and administration of the health and welfare and retirement plans for the United States government. In addition to serving as FPA Network Board Chair, she also serves on the Board Executive Committee.
Lou Carbone, Experience Engineering, Inc.
Lou Carbone serves as chief experience officer and founder of Experience Engineering, Inc., in Minneapolis, Minnesota. The organization serves a variety of companies, offering services designed to make them stronger and less vulnerable by optimizing the value created through customer and employee experiences.
Dana Carlson, MD, Specialists in General Surgery, Ltd.
Dr. Carlson is board-certified in general surgery with special focus on breast surgery. She serves as a general surgeon at Specialists in General Surgery, Ltd., in Maple Grove, Minnesota. She also serves as president and trauma surgeon at Minnesota Trauma Consultants and trauma surgeon at North Trauma Institute – North Memorial Medical Center. She is involved in Pay-It-Forward, a non-profit organization dedicated to fostering a more caring society through acts of kindness among strangers. Dr. Carlson also serves on the FPA Network Membership and Credentials Committee.
Levi Downs, MD, University of Minnesota
A board-certified gynecologic oncologist, Dr. Downs serves as chief medical officer for University of Minnesota Physicians. He also has served on the University of Minnesota Physicians board of directors as well as numerous University of Minnesota Physicians, University of Minnesota Medical Center and University of Minnesota Academic Health Center committees and task forces.
Elizabeth Eckhardt, MD, Fairview Clinics-Riverside
Dr. Eckhardt is board-certified in obstetrics and gynecology. She provides care at Fairview Clinics–Riverside in Minneapolis, Minnesota. Her leadership roles at Fairview include service as obstetrics lead Physician Inpatient Champion.
James Hereford, CEO, Fairview Health Services
Fairview President and CEO James Hereford joined Fairview in 2016, bringing extensive experience in strategically guiding organizations, strengthening core operations and bringing teams together to drive cultural change. Prior to joining Fairview, Hereford served as chief operations officer at Stanford Health Care. Previous roles included chief operations officer at the Palo Alto Medical Foundation and a series of leadership roles with the Group Health Care Delivery System.
Nissim Khabie, MD; Ear, Nose & Throat SpecialtyCare of Minnesota, P.A.
Dr. Khabie serves as president and medical director at Ear, Nose, & Throat SpecialtyCare of Minnesota, P.A. His board certifications include Diplomat with the American Board of Otolaryngology and Head and Neck Surgery. Dr. Khabie has authored numerous publications. His awards include the Young Investigators Award from the American Association of Cancer Research, based on his work at the National Institute of Health. He also serves on the FPA Network Care Delivery and Quality Improvement Committee.
Ann Lowry, MD, Colon and Rectal Surgery Associates
Dr. Lowry serves as the FPA Network Board representative to the Fairview Board. A graduate of Tufts University Medical School in Boston, she is a surgeon with Colon and Rectal Surgery Associates.
Bronagh MacCafferty, clinic administrator, OBGYN Specialists
Bronagh serves as FPA Network Board Vice Chair and on the Board Executive Committee. She also chairs the FPA Network Clinical Administrator Council and serves on the Membership Committee.
Dennis Maetzold, retired banker
Dennis Maetzold serves as treasurer for FPA Network. Now retired, he worked simultaneously as a banking executive and navy reserve intelligence officer. Dennis Maetzold is a former mayor of Edina, Minnesota. He serves on the FPA Network Board Executive Committee, chairs the Finance Committee and serves as Beneficiary Representative for the FPA Network participation in the Next Generation Accountable Care Organization.
David Martin, Ahmann-Martin Agency
Founder and president of the David Martin Agency—one of the largest benefit firms in Minnesota—David Martin is the local partner of the Benefit Advisors Network (BAN), a national association of independent benefit firms. He received Certified Employee Benefit Specialist designation from the Wharton School, University of Pennsylvania.
Jack Militello, PhD
Dr. Militello is a professor of management and academic director of the University of St. Thomas MBA program. In 2001, he introduced the undergraduate leadership and management concentration at St. Thomas. He also serves on a number of corporate and non-profit boards.
Kevin Nelson, MD, FPA Network President; Family Practice, Richfield Medical Group
Kevin Nelson has served in independent medical practice for more than 20 years. He is a graduate of Rush University Medical School in Chicago and is certified through the American Board of Family Practice. He joined FPA Network as interim president in 2015, and was named president in 2017.
William Nersesian, MD, MHA; CMO, Fairview Physician Associates Network
As chief medical officer, Dr. Nersesian joined FPA Network in 2004. He practiced as a pediatrician and retired in 2010. Prior to practicing in Minnesota, he served a combined eight years as state epidemiologist and director of disease control for the State of Maine Bureau of Health.
Vicki Oster, MD, Southdale Pediatric Associates
A board-certified pediatric physician, Dr. Oster provides patient care at Southdale Pediatric Associates in Edina, Minnesota, in addition to serving as president of the practice. She is a member of the FPA Network Care Delivery and Quality Improvement Committee.
Stephen Robinson, MD, Fairview Clinics - Savage
Dr. Robinson is involved in numerous professional organizations, including the American Academy of Family Physicians, Minnesota Academy of Family Physicians, and the Minnesota Medical Association.
Laura Scherf, MD, Burnsville Family Physicians, P.A.
Dr. Scherf is a member of the American Board of Family Practice and also sees patients at Burnsville Family Physicians, P.A. She spends time every year serving overseas on a medical mission to expand her experience in medicine and to give back to a world desperately in need. She serves on the Product Development and Contracting committee.
Trudi Trysla, Chief Legal Counsel, Fairview Health Services
Trudi develops Fairview’s overall legal strategy and leads Fairview’s legal and ethical adherence to federal and state law and health care public policy. She oversees Fairview’s legal and risk management functions. Trudi was named general counsel in February 2014. Trudi has more than 20 years of legal experience in health care. She joined Fairview in 2008 as associate general counsel.
Frederick "Fritz" Wenzel, MBA, University of St. Thomas
Fritz Wenzel is professor and academic director of the MBA program in medical group management at the College of Business, University of St. Thomas, St. Paul, Minnesota. He also serves on Marshfield Clinic’s National Advisory Council and is advisor to the president of the clinic. He is a former executive vice president and chief executive officer of the Medical Group Management Association and American College of Medical Practice Executives of Englewood, Colorado. Wenzel also serves as Consumer Advocate for the FPA Network participation in the Next Generation Medicare Accountable Care Organization.
Jeoff Will, MBA, FPA Network chief operating officer
Joining FPA Network in 2017, Jeoff Will most recently served as Fairview South Region vice president of operations and business development. He brings more than 18 years of progressive health care operations and business development experience, with emphasis in physician relations.
